Lieutenant Colonel John Rice is the Director of the Autonomy Capability Team 3 (ACT 3). In this role he is responsible for the day to day and long term operations of the 30-member ACT 3 team, and is responsible for $26M obligation authority for Artificial Intelligence research. He hold a Ph.D in Computer Science from the Air Force Institute of Technology, where he applied Machine Learning to Electronic Warfare applications.
